The Rural Citizen was founded in Jacksboro, Texas in 1880 by Joseph Noah (J. N.) Rogers.
"The Rural Citizen is devoted to the advancement of the material interests of this inexhaustible and undeveloped country. It is ably edited and furnished with all the latest news both local and general. It goes into the homes of all the well-to-do citizens of this section. Its circulation and influence warrant its use in preference to all others as an advertising medium."
